Daytona Beach, FL - Two men are charged with theft during a declared State of Emergency. A Volusia County sheriff's Sergeant caught the pair in the act of stealing sandbags from a construction site yesterday (September 2) afternoon around 5 p.m.

The Sergeant was traveling southbound on Tomoka Farms Road approaching the I-4 interchange when he saw a red pickup truck with one man loading sandbags and the other standing lookout.

43-year-old Thaylon Lewis and 45-year-old Joseph Colombo Jr. were arrested at the scene.

Sheriff Mike Chitwood has issued several warnings that enhanced penalties are in effect during the state of emergency declared in advance of the storm, and will be pursued against anyone caught committing crimes during this period.

Lewis was charged, arrested and is no longer in custody. Colombo is still in the Volusia County Jail. Besides the felony theft charge, he also faces two charges of Violation of Injunction for Protective Domestic Violence. No bond is available for one of those charges.
