County Council Considers Beachside Metered Parking Lots

Daytona Beach, FL - The Volusia County Council plans to revisit metered parking in two lots in the core tourist zone during a future session.

The council discussed a potential metered parking lot project for Sun Splash and Sun Glow Parks during a session on Thursday morning.

County Councilmember Josh Wagner suggested waiving the fee for residents who buy beach parking passes, but was told that's a non-starter. A state tax law is in the way of that proposal. A county attorney told councilmembers  that tolls are non-taxable, however, parking fees incur sales taxes.

County Manager Jim Dinneen says some people are parking for long periods in those lots and keeping others from being able to use the spaces. The Sun Glow lot is a real challenge, Dinneen said, because residents and visitors at the adjacent Sun Glow Resort are parking in that lot.

If the metered parking lots were to become reality, prices would be $2/hr for all spaces, $10 for 6 hrs, and $20 for the day. There would be no variable or seasonal rates, and no discount for residents. Beach passes wouldn't be accepted in place of payment.

The lots would be open 24/7 and the meters would operate every day from 6 AM to 7 or 10 PM.

No oversized vehicles would be permitted.

Citations would be issued for parking violations. Overtime parking and other violations would incur a $25 fine.

The estimated annual cost of these metered parking lots is $304,220 and the estimated annual revenue is $342,954.

No decision was made during the session, but the council plans to revisit the subject in a future meeting.
