City Approves Union Deals For Police, Firefighters & Municipal Workers

Daytona Beach, FL - Update: The Daytona Beach City Commission unanimously approved multiple collective bargaining agreements that will mean wage increases and increased paid leave time for municipal workers, police, and firefighters. At Wednesday's meeting, the Commission approved the proposed collective bargaining agreements with the American Federation of State, County, and Municipal Employees (AFSCME), the Fraternal Order of Police (FOP), the Coastal Florida Police Benevolent Association (CFPBA), and the International Association of Firefighters (IAFF). The wage increases, increased leave time pay, and other provisions of the agreements will go into effect beginning October 1, 2017. Earlier Reporting: Potential wage increases for police, firefighters, and municipal workers are among the items on the agenda for Wednesday night's Daytona Beach City Commission meeting. Union members from the American Federation of State, County, and Municipal Employees (AFSCME), the Fraternal Order of Police (FOP), the Coastal Florida Police Benevolent Association (CFPBA), and the International Association of Firefighters (IAFF) all have collective bargaining agreements waiting to be approved by the City. Those agreements include plans for wage increases and adjustments to the rules for personal leave, and the agreements would last for two years, from October 1, 2017 until September 30, 2019. Some highlights from the AFSCME, CFPBA, and FOP agreements include the following:
  • October 1, 2017: AFSCME, CFPBA, and FOP employees under the bargaining agreement to cash out an additional 20 or 40 hours of leave.
  • October 1, 2017: AFSCME, CFPBA, and FOP employees would see a 2% wage increase across the board. (The minimum and maximum of each range shall increase 2%).
  • April 1, 2018: AFSCME, CFPBA, and FOP would see a 2% wage increase for all active employees. (The minimum and maximum of each range will not increase).
  • October 7, 2018: AFSCME, CFPBA, and FOP would see a 2% wage increase across the board. (The minimum and maximum of each range shall increase 2%).
  • April 7, 2019: AFSCME, CFPBA, and FOP employees would see a 2% wage increase for all active employees. (The minimum and maximum of each range will not increase).
Under the agreements, if approved, AFSCME employees at the maximum end of the pay range would be eligible to receive a lump sum payment of 1%. FOP and CFPBA employees at the maximum end of the pay range would not receive a lump sum payment. If the FOP agreement is approved by the City, the Lieutenant assigned to either the Support Resources Criminal Investigations Unit or the Office of Professional Standards would receive a 5% pay increase for the period of time for which they are assigned to their positions. Under the CFPBA agreement, employees assigned as motorcycle officers would see a 5% increase in their base hourly rate, and patrol officers assigned as School Resource Officers would also receive a 5% increase in their base hourly rate, effective October 1, 2017. Firefighters could also see an increase in pay and an increase in the amount of leave time they may cash out. According to prospective agreement between the City of Daytona, Volusia County, and IAFF, firefighters would receive an annual pay of between $34,500.12 and $55,971.48. That minimum rate is an increase from $33,168. Specialty teams with Fire Officer certifications 1, 2, and 3 would see an increase of $15 per week.
