DeLand PD: Man Attacks Another In A Wheelchair

DeLand, FL - A man arrested three times in 2017 on battery charges is in the Volusia County Jail again, this time charged with aggravated assault. DeLand Police responded to a call about a fight at Earl Brown Park on Sunday afternoon. They saw a man matching the description of the aggressor in the fight. 63-year-old Roy Ellis told police he was in a fight but did not mention that he was the one who started it. A witness to the incident said that he approached Ellis, who was charging some electronics at a picnic table in the park, asking if he could share the outlet.  The witness reported that Ellis got angry and told him no. The witness told police that the victim, who was in a motorized wheelchair, rolled up to where Ellis was and attempted to unplug Ellis' items and replug them into a power strip so he could charge his wheelchair. The witness reported that Ellis got up, started punching the victim, knocking him out of his wheelchair.  Ellis then picked up the victim's cane, hitting him in the head hard enough to break the cane in half. The victim and the witness stated that Ellis then got on his bicycle and rode down the street, which is when police officers spotted him.  Ellis was arrested and remains in custody on a $5,000 bond. VCJ records show Ellis has been booked there seven other times since 2009.
