Deputies Catch Deltona Prowler In The Act

Deltona, FL - A prowling suspect is in jail after Volusia County deputies caught him with his pants down—literally.

37-year-old Francisco Orozco Gutierrez was arrested Saturday night (August 21) by the Volusia Sheriff's Office (VSO) after a short foot chase around the corner of a home on Dunlap Drive where he was found peeking through a woman's window with his pants down.

Deputies began the investigation on Monday (August 16) after receiving a report of a man who knocked on a woman’s bedroom window before exposing himself to her at her sliding glass door. In response to the incident, deputies issued a public safety alert, canvassed the area, spoke to neighbors, and researched sex offenders living in the area, but none matched the description of the suspect given by the victim.

On Thursday night (August 19), deputies responded to the victim’s home on Dunlap Drive again after she reported someone knocking loudly on her rear sliding glass door. She told deputies that she was too afraid to look out her windows.

A deputy on their way to the scene then encountered Orozco on Dunlap Drive, wearing all black athletic clothing and black Nike shoes. Orozco told the deputy he had been working all day and was out for a walk to get some exercise. Orozco then became a person of interest in the investigation.

After conducting surveillance on the victims home throughout Friday and Saturday night (August 20-21), deputies spotted someone peeking inside the window. The man then transitioned to another window before crouching outside of it while looking inside. A deputy then noticed the man's pants were around his knees and his hands were "occupied" in front of him.

When challenged, the suspect stood up and ran away, just to be apprehended by another deputy just a few seconds later.

VSO says Orozco was charged with indecent exposure, voyeurism, stalking, loitering or prowling, and possession of drug paraphernalia after deputies found a crack pipe in the immediate area where Orozco was taken into custody. Orozco currently remains in custody at the Volusia County Branch Jail on a $33,000 bond.
