Panhandling Ordinance Moves To Final Public Hearing

Daytona Beach, FL - A unanimous vote at the Daytona Beach City Commission meeting moves the panhandling ordinance to its next meeting.

"Now we can't be here for three extra hours," Daytona Beach Mayor Derrick Henry jokingly said as Attorney Michael Kahn took to the podium at tonight's (January 23rd) city commission meeting.

Kahn said he promised not to run that meeting too long and that he only had a few things to attend to for the ordinance.

For this hearing, Kahn supplied the commission with some exhibits to add to the record in regards to the panhandling ordinance.

These exhibits included presentations that were held both at the first evidentiary hearing of the ordinance back in December as well as the second hearing that was held earlier this month.

After submitting police and health reports as well as a state traffic report regarding an accident following a panhandler, Kahn also supplied the commission with a roughly 2,000-page digital record of his ordinance that he created for St. Augustine.

Following his admissions to the commission, members voted unanimously to pass the ordinance on first reading. The second and final reading is scheduled for February 6th.

"Thank you for your good work," Mayor Henry said to Kahn. "We look forward to seeing you next month when we can conclude this matter."

Kahn has been the main attorney for Daytona Beach with this ordinance since the commission agreed to hire him back in July of 2018.
