Palm Coast Woman Charged With Neglect In February Boiling Water Abuse Case

Palm Coast, FL - The Flagler County Sheriff’s Office (FCSO) has charged a woman with child neglect in connection with a February abuse case where a child was permanently disfigured after being bathed in boiling water. On Friday, March 8, 24-year-old Luciana Celestin was arrested on a warrant and charged with the neglect of a child causing great bodily harm. On February 14, a child was taken to the hospital with a skull fracture, burns, and other injuries consistent with physical abuse. 25-year-old Deviaun Toler was originally charged with two counts of aggravated child abuse on February 15. The FCSO found that he knowingly bathed the child in boiling water without seeking medical treatment. You can read more about the original story here. Further investigation has led the FCSO to believe Celestin was neglectful to the child that Toler allegedly abused. “This person knew that something was going on with regards to this child and did nothing to stop it or render aid,” said Flagler County Sheriff Rick Staly. “A helpless child will spend the rest of his life with the scars from this abuse.” Celestin remains at the Flagler County Detention Center on a $10,000 bond. The investigation into the case is ongoing and additional charges are pending.
