Update: At its Wednesday night meeting, The Daytona Beach City Commission voted to approve the measure that could speed up the construction process of the City's new First Step Shelter.

The Daytona Beach City Commission is expected to vote Wednesday night on a resolution that could speed up the construction process of the City's new First Step Shelter.
The 100-bed, 24-hour, full-service homeless shelter was approved for the area off of International Speedway, west of I-95. Currently, the construction of the shelter is expected to be completed by the end of October 2019. If the resolution to expedite the process is approved by the Commission, construction of the shelter could be completed as early as May 2019.
The expedited construction process would be budgeted for $2,875,000. That includes a $2,500,000 preliminary construction cost, plus a 15% contingency of $375,000, according to City records. Funds are available in the Grant Project Fund and the General Fund.
The proposed construction process would use an Overlapped Construction Phasing approach and waive the purchasing code to give the City Manager the authority to expedite the project's schedule. The shelter construction project contracts would be awarded to the "lowest, responsive, responsible bidder," City records say.
