police car lights top of car Daytona Beach, FL - A Daytona Beach man with a long rap sheet is behind bars for allegedly shooting and killing a man during an argument with another man. 27-year-old Rayshad A. Mincey turned himself in around 3 hours after 25-year-old Jarrod D. Swinton was shot in front of his home on the 200 block of Garden Street around 6:30 PM Tuesday. That's near the Oak Street intersection and just west of Bethune-Cookman University. A 911 call sent first responders to the scene, where they discovered Swinton with a bullet wound in his chest, according to the Daytona Beach Police Department. Swinton died around an hour after paramedics rushed him to Halifax Health Medical Center. Mincey attempted to flee the scene in his black 2014 Ford F-150 after shooting Swinton but ran off on foot instead when that vehicle crashed into a concrete wall on Oak Street, per DBPD. Witnesses at the scene fingered Mincey as the suspect and told police that the shooting happened after Swinton tried to break up the argument between Mincey and the other man that was going on in front of Swinton's home. That man's identity was redacted from the arrest report. DBPD believes Mincey told both men "I'll show you all" and ran to the truck to grab his gun before firing the bullet that hit Swinton in the chest. The report doesn't make clear what the men were arguing about when Swinton tried to break it up. Officers say family members convinced Mincey to turn himself in on the 200 block of Reva Street around 9 PM Tuesday. Mincey refused to make a statement without his lawyer present but did tell a DBPD detective that he "threw" his life away, per the report. DBPD is still looking for the gun involved in the incident. As of 2 PM Wednesday, Mincey is held without bond on a 1st-degree murder charge. Volusia County Jail records show Mincey's been booked there 9 other times since May 2007, including last October on a battery charge. He's also been booked for various charges, fleeing & eluding, driving with a suspended license and having an open container of alcohol in a vehicle.
