3 Arrested For Using "Dark Web", Mail To Ship Drugs

Ormond Beach, FL - An investigation by the East Volusia Narcotics Task Force that began September 5th ended with the arrest of three people on September 21.

The task force was watching 22-year-old Colton Phillips (left). He was arrested first, at his home on Perfect Drive at LPGA International. The arrest of 20-year-old Halie Craycraft (center) and 20-year-old Arad Radfar (right) came soon after.

Investigators saw a package delivered to Craycraft's home last Friday, (September 21) by a mail carrier. She drove up the home at 414 Cherrywood Drive, picked up the package and drive to Tomoka Plaza on Nova Road, where she met with Phillips. Craycraft got into his 2014 BMW with the package. She got out without it. Investigators followed Phillips with a search warrant in hand and stopped him in his driveway.  They didn't have to look very hard into the car, as the package, containing a little more than 1.5 pounds of cocaine, was lying on the back seat.  That was just the beginning. In Phillips house, investigators found methamphetamine, cocaine, marijuana, drug paraphernalia, vials of testosterone, a large undetermined amount of cash, laptops and a paper with possible passwords. During the search of Phillips home, Craycraft showed up.  She told the investigators she did not know that the package contained drugs.  The report states that when her phone was checked, they found messages between her and Phillips, such as, "These guys don't sell anything less than half a key." Craycraft admitted that she did know the package contained drugs and that Phillips paid her for each one she received.  She was arrested for conspiracy to traffic cocaine and the use of a two-way communication device to do so.  Craycraft was also charged with violating probation for grand theft and possession of a controlled substance. The third person arrested, Arad Radfar, arrived at the home on Perfect Drive.  Investigators retrieved a key from Radfar that opened a safe in the home. The safe contained more drugs, methamphetamine, marijuana, and less than a gram of cocaine.  The safe also held a vial of testosterone and a digital scale. Radfar faces charges of possession of cocaine, possession of marijuana and possession of a controlled substance.  He's also looking at charges of conspiracy to traffic and trafficking in methamphetamine.  Radfar admitted to buying drugs from Phillips. Phillips is out on a bond.  Craycraft is being held without bond.  Radfar is still in jail with bail set at $150,000.  According to the arrest report, Phillips told investigators that he paid Craycraft less than $100 per package received. He told them that he sold the drugs to Radfar, who then sold the drugs on the dark web.
