Hurricane Preparation Information/Sandbag Locations, Volusia & Flagler

Daytona Beach, FL - Yesterday (August 28th), Governor Ron DeSantis issued a State of Emergency for all of Florida in preparations for Dorian's possible impact of the state, leading city officials around Central Florida to make their own preparations.

And already, city and county officials around Volusia and Flagler are urging residents to get their hurricane plans ready and prepare, just in case.

Volusia County

Volusia County Emergency Management will have sandbag stations around its cities for residents in need. The following information was released by Kevin Captain, the Community Information Assistant Director for Volusia County Government, regarding sandbag locations around the county:

Daytona Beach: Sandbag supplies will be available from noon to 7 p.m. Aug. 29 and 7 a.m. to 7 p.m. Aug. 30 and 31 in the parking lot off of Jean Street, east of the police department’s Midtown Precinct at 995 Orange Ave. Residents are asked to bring their own shovels to fill bags and there is a limit of 10 bags per person.

DeLand: The City of DeLand will provide sand and bags to residents beginning from noon to 6 p.m. Aug. 29 and 8 a.m. to 5 p.m. Aug 30, while supplies last, in the parking lot south of Melching Field, 601 South Woodland Boulevard. Shovels will be available on site. There is a limit of 10 bags per residence. People are asked to bring their ID.

DeBary: The City of DeBary will hold sandbag operations from 8:30 a.m. to 5 p.m. Aug. 29 and 30 in the parking lot of Town Hall, 16 Colomba Road. Sand and bags will be available, but residents should bring a shovel and be prepared to fill their own bags. There is a limit of 10 bags per household and a valid ID with verification of DeBary address is required.

Deltona: Sandbags and sand will be available to Deltona residents from noon to 8 p.m. Aug. 29, and 8 a.m. to 8 p.m. Aug. 30 and 31, at the Dewey O. Boster Sports Complex, 1200 Saxon Blvd. and the Public Works Department at 201 Howland Blvd. Residents must have identification verifying their residency in Deltona and they are encouraged to bring a shovel. There will be a limit of ten sandbags per residence.

Edgewater: The city is providing sandbags (limit of 10 per vehicle, while supplies last) from 7 a.m. to 3:30 pm. Aug. 29 at the Environmental Services office, 409 Mango Tree Drive. Residents must show a valid ID proving residence within the city limits of Edgewater. Bags may also be purchased at local home supply centers or double bagged, heavy duty garbage bags may be used. Sand piles are staged for resident access 24 hours a day at the following locations, but residents must bring their own shovels and bags.

  • Fire Station 57, 2628 Hibiscus Drive
  • Menard May Park, 413 South Riverside Drive
  • Mango Tree Lake, 901 Mango Tree Drive
  • Airpark staging area, 1898 Airpark Road

New Smyrna Beach: The City of New Smyrna Beach is providing sand and sandbags to help residents and businesses fortify against local flooding during Hurricane Dorian at Maintenance Operations Headquarters, 124 Industrial Park Ave., starting on Thursday, Aug. 29 from 7:30 a.m. to 4:30 p.m. Valid photo identification is required. In addition, residents must present proof of residency (e.g., property tax bill, utility bill, rental agreement) and business owners must present proof of ownership (e.g., property tax bill, business license, tax receipt, utility bill, lease agreement).
Each residence and business are eligible to receive up to ten (10) free sandbags from the city and may bring additional personal sandbags.

Orange City: Orange City residents may pick up sandbags 2 p.m. to 5 p.m. Aug. 29 and 7:30 a.m. to 5 p.m. Aug. 30 at the Waggin' Trail Dog Park, 1201 South Leavitt Ave. Sand and bags will be provided. Residents must bring their own shovel and fill their own bags. There is a limit of 10 sandbags per household. ID is required. If necessary, distribution times will be extended.

Ormond Beach: The City of Ormond Beach will begin sandbag distribution from 7:30 a.m. to 10:30 a.m. at 3 p.m. to 6 p.m. Aug. 29 and 30 at the Nova Community Center site located at 440 N Nova Road. Cars must enter the site from Main Trail off Nova Road and will exit directly back on to Nova Road. The Nova Community Center will be closed on Thursday and Friday due to the sandbag distribution. Sandbags are limited to 10 bags per vehicle, and a photo ID proving residence of Ormond Beach must be presented.

Port Orange: Residents need to show proof of residency and can fill their own bags or city supplied bags. We do encourage to bring a shovel. If you bring your own bags, please make sure they are small trash bags and are double bagged.

  • Southwinds Soccer Complex (1200 Richel Drive)
  • Spruce Creek Road Park (481 Central Park Blvd. (by the ball fields)
  • Coraci Park (5200 Coraci Blvd.)
  • Airport Road Park (6751 Airport Road)

Town of Ponce Inlet: The Town of Ponce Inlet will be providing sandbags beginning at 9 a.m. Aug. 29 at the Ponce Inlet Fire Department, 4680 S. Peninsula Drive. Sand will be available at the Ponce Inlet Community Center at 4670 S. Peninsula Drive. Residents should bring their own shovel and be prepared to fill their own bags. There is a limit of 10 bags per resident, and ID is required. For questions, contact Ponce Inlet Town Hall at 386-236-2150.

Volusia County has yet to mention beachside evacuations.

Flagler County

Julie Murphy, the Public Information Officer with Flagler County, says sandbag stations will be available to residents beginning today.

Sandbags will be available at the following locations:

  • MalaCompra parking lot on MalaCompra Road in the Hammock
  • Old jail site at Utility Street and Old Moody Boulevard
  • Hidden Trails Community Center in Daytona North

Assistance will also be available at MalaCompra between 9 a.m. and 5 p.m. today.

As for Palm Coast, a self service station and sandbags can be found here during daylight hours:

  • Palm Coast Public Works Yard, 1 Wellfield Grade, off U.S. 1 just north of Palm Coast Parkway

In addition, empty sandbags (but no sand) are available during regular business hours of 8 a.m. to 5 p.m. Monday through Friday at:

  • Palm Coast City Hall, 160 Lake Ave.
  • Palm Coast Utility Department, 2 Utility Drive, Palm Coast

Those empty sandbags can be filled at these two additional self-service sand stations:

  • Indian Trails Sports Complex, 5455 Belle Terre Pkwy
  • Seminole Woods Neighborhood Park, 350 Sesame Blvd.

Murphy also mentioned that the county is urging residents to finish their preparations by today. Additionally, residents who live east of I-95, or in mobile homes or low-lying areas, should be ready to evacuate.

“While we don’t want people to panic, Hurricane Dorian is gaining strength and is currently projected to make a direct hit to Florida’s Atlantic Coast,” said Emergency Management Director Jonathan Lord. “The best way to protect yourself is to be prepared.”

Hurricane shutters and generators should be in place and ready. Food, fuel, water, medication, pet supplies, critical papers, and family comfort supplies should be purchased before the weekend. Porches and patios should be cleared of items that can create a hazard.

“This is critical,” Lord said. “We will likely have a locally declared emergency by early afternoon Thursday. We need everyone to take this very seriously.”

Flagler's Hurricane Call Center is also open. Residents can call the call center between the hours of 8 a.m. and 6 p.m., today and tomorrow. Hours will be extended as needed. You can reach them at 386-586-5111.
