Daytona Beach, FL - A Daytona Beach man has been arrested for failing to report the child abuse and neglect of his 5-year-old stepson.
Brian Hall, 29, was arrested at his home on July 4 days after his wife and mother to his stepson, Naomi Hall, 24, was arrested for Child Neglect Causing Great Harm. After his arrest, their other 2 kids that they had together were taken by the Department of Children and Families.
The 5-year old victim was reported as being underweight and malnourished, weighing 24.9 pounds. The child had orange-colored hands and blistered, peeling feet. He was not able to communicate verbally or with sign language, was not able to walk or stand and was reported as still using diapers. Police believe that the boy has never gone to school or had any type of education.
On June 28th, the child was brought to Halifax Medical Center's emergency room where he was found to be dehydrated and was admitted to the ICU as he was susceptible to seizures and cardiac arrest. As of July 4, the child is still in the ICU and is getting physical and speech therapy.
According to police, because he lived in the same house as the boy, and therefore had reasonable suspicion that the acts were being committed, he is legally responsible for not reporting the abuse. Hall told police that the 5-year-old boy "is not my responsibility. I'm not his father. I come from a rich and white family." Hall also said to police that his other two children "are taken care of."
